The Rule — Verb Goes to the End

In a subordinate clause (Nebensatz), the conjugated verb always moves to the very end. This applies after all subordinating conjunctions: weil (because), dass (that), wenn (when/if), obwohl (although), damit (so that), als (when — past), bevor (before), nachdem (after), and others.

Main clause: Ich lerne Deutsch. lerne is in position 2.
After weil: ..., weil ich Deutsch lerne. Verb moves to the end.

With modal verbs

..., weil ich nicht kommen kann.
Infinitive (kommen) + modal (kann) at the end — modal is absolutely last.
