German Citizenship 2026: Requirements, Process and Timeline

A breakdown of what Germany requires for naturalization in 2026, how the application process works, and what the key German terms mean.

Quick answer: Standard naturalization requires 5 years of legal residence, B1 German, financial independence, a clean criminal record, and passing the Einbürgerungstest. Dual citizenship is allowed.

The Basic Requirements

Germany's citizenship law (Staatsangehörigkeitsgesetz) sets out fixed conditions for naturalization. All of the following must be met at the time of application:

Residence requirement overview
Standard pathway: 5 years
Legal residence on a valid permit. Periods on a student visa count partially.
3-year fast track: abolished late 2025
No longer available. The standard 5-year rule applies to all applicants in 2026.

The Language Requirement

B1 is the minimum German level for citizenship. The certificate must come from one of the following recognised providers:

If you completed a state-funded integration course (Integrationskurs), the DTZ exam is taken at the end of it. A B1 result on the DTZ satisfies the language requirement.

The Einbürgerungstest

The citizenship knowledge test consists of 33 multiple-choice questions. The pass mark is 17 correct answers out of 33. The questions cover three areas:

The BAMF publishes the full pool of 310 official questions. Only questions from this pool appear on the actual test. The test is taken at authorised test centres, most of which are Volkshochschulen.

Financial Independence

At the time of application, you must be able to support yourself and any dependants without drawing on public funds. This means no Bürgergeld, no Grundsicherung, and no Sozialhilfe. There is an exception if you are receiving these benefits through no fault of your own, for example due to a disability or a structural situation you did not cause.

Employment income, self-employment income, pension payments, and rental income all count toward financial independence. Banks statements and payslips from the previous months are standard documents requested by the Staatsangehörigkeitsbehörde.

How the Application Works

The application is submitted to your local Staatsangehörigkeitsbehörde (citizenship authority). This is a department within your city or district administration, not the Ausländerbehörde.

The standard documents required at the time of application include:

Processing times vary significantly by city. Berlin and Munich have historically had longer waiting times than smaller cities.
