Since 2024, B1 is the minimum language level required for German naturalization (Einbürgerung). This guide explains exactly what is required, which certificates Germany accepts, and gives you a complete free preparation path.

⚖️ The Legal Requirement (as of 2024)

The Staatsangehörigkeitsgesetz (StAG) — Germany's citizenship law — was updated in 2024. Under §10 StAG, a key requirement for naturalization is:

"über ausreichende Kenntnisse der deutschen Sprache verfügen" — possess sufficient knowledge of the German language at level B1 of the Common European Framework of Reference for Languages (CEFR).

B1 is also required for Niederlassungserlaubnis (permanent residence permit) after 5 years. Some applications require higher levels — check with your Ausländerbehörde.

Two Paths to B1 for Citizenship

Path 1 — Integrationskurs (BAMF)

Complete an official BAMF-funded integration course (600–900 hours). Pass the final DTZ exam. Certificate automatically qualifies for citizenship language requirement. Cost is subsidized — often free or very low cost for eligible immigrants.

Path 2 — Self-Study + Goethe/telc Exam

Study independently (this website, apps, self-study). Register for the Goethe B1 or telc Deutsch B1 exam at a test centre. Pass the exam. Get your certificate. More flexible timing, no course required.

What the B1 Exam Tests — For Citizenship Preparation

The Goethe B1 and telc B1 both test four skills. Here is what each section requires and why it matters for citizenship:

1. Lesen (Reading) — 45 minutes

Read articles, emails, announcements, and short texts. At B1, these include: newspaper articles, official announcements, job advertisements, and personal letters. For citizenship life: understanding official letters from Ämter, reading rental contracts, understanding public notices.

2. Hören (Listening) — 40 minutes

Listen to radio news, conversations, short interviews. At B1: understanding main points and specific details. For citizenship life: phone conversations with authorities, understanding neighbors and colleagues, TV news comprehension.

3. Schreiben (Writing) — 30 minutes

Write a formal email (~80 words) and an opinion text (~80 words). For citizenship life: writing to the Finanzamt, Krankenkasse, or employer. Formal German communication.

4. Sprechen (Speaking) — 15 minutes

Introduce yourself, present a topic from a card, negotiate/discuss with another candidate. For citizenship life: the naturalization interview itself requires B1 speaking ability.

Frequently Asked Questions

How long is a B1 certificate valid for citizenship purposes?
Goethe B1, telc B1, and ÖSD B1 certificates do not expire — they are valid indefinitely for citizenship applications. However, individual Einbürgerungsbehörden may ask for proof of maintained German ability if your certificate is very old (10+ years) and you have not been using German. The DTZ from an Integrationskurs also has no expiry date.
Do I need B1 or B2 for citizenship?
B1 is the minimum legal requirement for naturalization. However, the actual naturalization interview and day-to-day communication with authorities requires comfortable B1. Some applicants choose to reach B2 for better confidence, but it is not legally required for standard naturalization. B2 may be required for some specific visa types or university enrollment.
What if I fail the B1 exam?
You can retake the B1 exam as many times as needed. There is no limit on retakes. The Goethe-Institut and telc allow you to retake individual sections (Teilprüfungen) rather than the full exam if you only fail one section. Focus on your weak section between retakes. I completed an Integrationskurs but didn't pass the DTZ. What now?
You can retake the DTZ exam. BAMF-funded participants typically get a free first retake. After that, you pay the exam fee yourself. Alternatively, you can independently take the Goethe B1 or telc B1 exam without being in a course. The result is equally valid for citizenship purposes.
What is the Einbürgerungstest and is it different from the B1 exam?
Yes — they are two separate requirements. The B1 language certificate proves your German is at B1 level. The Einbürgerungstest (citizenship test) tests your knowledge of Germany's legal system, history, democratic values, and culture — 33 multiple-choice questions, pass with 17 or more correct. You need to pass BOTH: the B1 language requirement AND the Einbürgerungstest.
